Frances Byrd Goddard, MSW, LCSW, BCD holds a Baccalaureate degree with honors from Converse College and a MSW degree from University of Chapel Hill. She was instrumental in the passage of the Social Work licensing law in VA as well as legislation enabling Social Workers to receive insurance payments. Ms. Goddard is presently a Clinical Social Worker in private practice.

JOSEPH G. LYNCH, LCSW currently serves as the Legislative Vice President for the Virginia Society for Clinical Social Work. Mr. Lynch served on the Virginia Board of Social Work the licensing board for the Commonwealth of VA and Chair of Discipline Committee from 1987-1996. Mr. Lynch served as the Chair of the Board (1991-93 & 1996-97). Other positions held include: National Association of Social Workers, Virginia Chapter, Board of Directors (1978-81) and State Humans Right Committee, Department of Behavioral Health and Developmental Services (2006-2013).
SUE ROWLAND, BS, MPA is principal in her firm, SR Consulting Inc., a woman-owned consulting firm based in Virginia Regional Commission. Sue served as Director of Human Services at the Northern Virginia Regional Commission. Sue also served as Special Assistant to the State Health Commissioner as Director of the Commissioner’s Office of Public Affairs. In addition to her legislative and regulatory work, she was instrumental in the first office minority health, still operating today. She holds degree in Sociology (BS) and in Public Administration (MPA) from VCU.
